A major goal of the LEPC is to develop response plans that incorporate and outline the responsibilities of all responders. There are many groups that respond to a hazardous materials incident and it is important to coordinate duties among them so that the response effort is carried out effectively, efficiently and cooperatively. The planning process includes holding realistic exercises to test both the plan and the communication networks needed to implement the plan.

Each exercise brings all responders together to work hand in hand with each other on a simulated hazardous incident. The result is that the LEPC strengthens its response plans and prepares responders so that they will be familiar and comfortable with the proper course of action in an actual event and can respond using the strongest and most effective approach possible.
