Regular & Emergency HEAP
These maximum income totals listed on the table to the left represent gross, monthly household income for the regular benefits and emergency benefits.
If client should have received an application with the early mail out but did not, they may call the HEAP at 858-1969 for application to be mail to your residence.

METHODS OF APPLYING
For the 2009-2010 HEAP season, Erie County is able to provide multiple ways to apply for assistance for Erie County residents with utility service.
The following information is for individuals who would like to gain access to the Home Energy Assistance Program.
- If your household has received a HEAP benefit in the 2008- 2009 HEAP program year, you should receive an application by mail, which can be submitted via mail to 478 Main Street Buffalo, NY 14202. Please remember you must provide all documentation listed under "General Information" for your household. An early outreach mailing of applications for Regular HEAP assistance was conducted by the NYS Office of Temporary and Disability Assistance to all households that received HEAP assistance during the 2008-09 season, in which the head of household is a Senior Citizen, Disabled, or having a child age 5 or under, or the household received an regular HEAP benefit.
- If your household has been approved for the 2009 - 2010 Regular or Emergency benefit you may be eligible to call 858-7644 for Emergency Assistance on your household's shut off notice. Please be mindful due to the volume of calls, you may experience long waiting times or trouble reaching an associate. Please be advised that your household may apply in person and possible be eligible for an expedited interview process.
- After program opening on November 2nd, 2009 certain segments of the population may apply for Regular HEAP benefits by mail, even if your household did not receive HEAP last season.
- Head of Household is 60 or older
- Head of Household is disabled
- Head of household receives TA or FS
- New clients who would like to request an application, or all other clients who believe they missed the early mailing may call 858-1969 to request an application. These applications will be mailed out after November 2nd, 2009. TA/FS applicants should read the paragraph below prior to calling for an application.
The following information is for individuals who currently receive Temporary [Public] Assistance or Food Stamps and are considering applying for HEAP benefits. Your household may come in person to complete a one page application and provide a current utility bill for assistance with your primary source of heat. Please be aware, an early outreach mailing of applications for Regular HEAP assistance was conducted by the NYS Office of Temporary and Disability Assistance to all households that received HEAP assistance during the 2008-09 season, in which the head of household is receiving Temporary Assistance or Food Stamps prior to September 12th, 2009 the household will receive a regular HEAP benefit.
- Important Note: If your household has not applied in the past season and currently does not receive Temporary Assistance or Food Stamps you do not meet the express criteria and must be interviewed at any of our various locations through out the community. Please provide all necessary documentation to ensure an accurate and timely interview.
- If you household has not applied for the 2008 - 2009 HEAP season, or household information changed from the previous application filed and/or your household's utility service is off you must apply in person to be interviewed.
