Join the ECHO Team ECHO is a County sponsored and County supported Volunteer Organization and new members are welcome. Membership in ECHO is open to all residents of Erie County who are medically qualified to serve and fit to respond to hazardous materials incidents. Training for new ECHO members as well as ongoing training for ECHO members is conducted at the Erie County Fire Training Academy.
