The Planning Division administers the Erie County Community Development Block Grant (See Map), and HOME Investment Partnership Consortiums (See Map). These comprise thirty-four and thirty-seven communities respectively in the County that have banded together to receive federal funds. These monies are used for a variety of community planning/ improvements, housing rehabilitation activities, and economic development programs. In 2010, over $4 million in federal block grant funds will be allocated to the Consortium.

2010 Community Development and Housing Highlights

• Fourteen (14) community projects will be funded this year. This represents approximately 30% of the entitlement grant allocation.
• An emphasis in 2010 will again be on infrastructure improvements within low/moderate-income areas. Sidewalk replacement, water/sewer work, and street improvements are typical undertakings.
• The Rural Transit Service (RTS) Program operates within 25 of the 34 Consortium municipalities. It is a popular and successful human service for low/moderate-income residents as well as senior citizens. In 2010 RTS will receive $251,375 in federal block grant assistance.
• An important emergency shelter project in 2010 will be funding for Crisis Services – Outreach for the Homeless Program for homeless prevention.
• Over 161 225 households are on the wait list for the Housing Rehabilitation program and 119 141 are on the Mobile Home wait list. Priority is given to those residing in target areas and older housing stock, as well as having lower incomes.
• In order to better address the high need for housing improvements and home ownership opportunities, Erie County will seek funds from the New York State RESTORE Program, Federal Home Loan Bank Program, and other outside sources. This will stretch CDBG/HOME dollars and permit a strategic targeting of monies to high need areas.
