Arguably the busiest legislative standing committee, the Legislature's Finance and Management committee holds responsibility for oversight of the county's over $1 billion annual fiscal budget.

During the fiscal year, the Finance and Management committee receives Budget Monitoring Reports and other information from county departments, and studies the impact of federal and state actions upon the county's finances. More so than any other committee, the Finance and Management Committee works to ensure that taxpayer dollars are spent in a responsible and appropriate manner.

The Finance and Management committee has five members during most of the year, but expands to a seven-member committee for consideration of the county executive's annual tentative budget, which must be presented to the Legislature no later than November 10 of each year. The expanded committee studies the proposed budget and must present amendments to the budget in a Budget Committee report no later than the first Tuesday of December of each year, in order that the full Legislature may subsequently consider the annual budget for the ensuing fiscal year.

County Legislature seeking Budget Analyst applicants

FISCAL ANALYST – Erie County Legislature

Starting Salary Range: $51,000-54,000.

Qualifications. Minimum 5 years of public sector experience in: budgeting, accounting, auditing, municipal finance, financial planning and reporting. Required: Bachelor's Degree in Accounting, Finance, Economics or related field. Preferred: Master's Degree in Public Administration, Finance or related field. Must have strong written communication skills. Working knowledge of SAP computer program is a plus.

Job Description and Duties. Candidates must be proficient in the following areas: statistical research and analysis of public sector financial data and economic trends; budget development, implementation and reporting; policy and program review and compliance; personnel utilization to meet program and policy objectives; and, internal fiscal and performance audits. A legislative fiscal analyst monitors revenues and expenditures of various departments of Erie County government, as well as the entire Erie County budget; researches and recommends best practices; and, prepares revenue and expenditure forecasts, correspondence and briefings. Reports to the Chair of the Erie County Legislature's Finance and Management Committee and serves as the Legislature's fiscal liaison to the Erie County Division of Budget, Fiscal Stability Authority, Comptroller and other county departments and entities, as well as the fiscal liaison to federal and state officials as determined by the Finance and Management Chair.
