From the desk of the Supervisor of the Town of Newstead,

As I have done in previous years, here is a capsule view of some of the activities of the Town of Newstead from January to June 2009.

  • Water District # 10 has some pressure concerns. We are working with Erie County to fix them. We will be connecting Scotland Rd and Bloomingdale Rd water lines this fall in hopes of providing better service to all.
  • Recreation Program Continues to re-emerge as a vital part of the community.
  • The Joint Highway Facilities project is moving along. Land was purchased on Clarence Center Rd. The land purchased along with property owned by the Village, gives us over 30 acres for our site. Construction design is in progress. We look forward to a completion date of late Spring 2010.
  • reevaluated our phone service, saving several hundred dollars a year.
  • Postponed reval that was scheduled in 2010 and reduced Assessors work hours.
  • Working on re-submitting the 2009 proposed joint grant with the Village of Akron for mitigation of the Murder Creek embankment along Brooklyn Street.
  • Hired a new Senior Director, Deborah Sabbatis, following retirement of Theo Abraham.
  • Continue working on consolidation of services with the Village of Akron (Archive storage, CEO, Court systems).
  • Received a $400,000 grant to put an addition on at the Town hall to provide space for the joint services projects. This grant and monies already saved should cover the costs of the addition.
  • Worked with Highway Superintendent Bassanello on and received a grant for over $ 2000 to provide OSHA training to the town highway employees.
  • Completed the GIS grant(over $65,000)received in providing better service with the Fire Companies and Town/Village.
  • Worked with Erie County officials and Highway Superintendent Bassanello on the resurfacing of Keopsel, part of Greenbush and Tonawanda Creek Roads.
  • Cleaned up several unsafe buildings in the town.
  • Received a grant for over $ 20,000 and finished the bathrooms in the lower level of the new Library.
  • Worked with Erie County, State of New York and Village Mayor Patterson on finally getting the Parkview bridge project moving. The bridge should be open by the summer of 2010.

Some items to be addressed in the second half of 2009-

  • The most important item to address is the 2010 budget. The picture is not a good one: the revenues we receive from the State of New York have been cut, employee medical expenses and benefits continue to rise, and better services are requested and, all of this is expected without increased taxes. Unfortunately, taxes or assessment increases are the major local ways to generate funds to cover the Town's costs.
  • Address home based business status that has been avoided for several years.
  • Apply for grants to address various town needs.
  • Continue to review drafts to accommodate the potential consolidation of the village and town court systems, Code enforcement and archives.
  • review with the Assessment review committee and various town officials the status of reval in the Town of Newstead.
  • Continue to research ways to complete the town water districts in hopes that all town residents will have public water in the near future.
  • Continue on the various construction projects of the Town.
