Dear Mr. Silliman:

We are writing to comment on the upcoming relicensing of the Niagara Power Project. The Erie-Niagara Regional Partnership - an ad hoc subcommittee of the Erie and Niagara County Legislatures, in partnership with the private and public sectors - wishes to go on record on this matter. We have had an opportunity to review your November 19, 2001 draft Request to Utilize Alternative Licensing Procedures for the Niagara Power Project and wish to provide you with the following comments and support.

It is our understanding that the use of the Alternative Licensing Procedures being proposed by the Power Authority is intended to improve communication among Power Authority representatives, interested stakeholders and FERC, increase public participation in the identification of relicensing issues, and foster a cooperative resolution of these issues. Both the Enhanced Public Participation Procedures and Communications Protocol proposed by the Power Authority give further support to these concepts. In light of these objectives and their intended benefits, we support the use of Alternative Licensing Procedures at the Niagara Power Project, as outlined by the Power Authority.

We look forward to working with the Power Authority to resolve the issues associated with the relicensing of the Niagara Power Project.
